24. ADDITIONAL REQUIREMENTS FOR THE MOVEMENT OF ELECTRIC SCOOTERS, BICYCLES, SMALL ELECTRIC VEHICLES, HORSE-DRAWN CARTS, AS WELL AS ANIMAL HERDING

165. The right to drive a moped is granted to persons who have reached the age of sixteen (16 years old).


166. Bicycle drivers move along a bicycle path, a bicycle lane, and in their absence — along the right edge of the carriageway, including the lane for fixed-route vehicles, in one row or along the curb, sidewalk or footpath, without endangering pedestrian traffic.

Movement on sidewalks and/or footpaths on bicycles with an engine is carried out in accordance with paragraph 6 of Article 57 of the Law “On Road Traffic”.

It is not allowed to move along the right edge of the carriageway, the lane of fixed-route vehicles, the shoulder of cyclists under the age of fourteen.

On roads with a bicycle lane marked with sign 4.5 in accordance with Annex 1 to these Rules with plate 7.14, no traffic is carried out and no other vehicles are stopped in this lane.

If the lane marked with sign 4.5 in accordance with Annex 1 to these Rules with plate 7.14 is separated from the rest of the carriageway by an intermittent marking line, then when turning, vehicles are redirected to it. It is also allowed in such places to enter this lane at the entrance to the road and for boarding and disembarking passengers at the right edge of the carriageway.

168-1. The drivers of electric scooters are moving along a bicycle path, a bicycle lane. In the absence of a bike path, a bicycle lane, electric scooter drivers move along:

to the right edge of the carriageway, including along the lane for fixed-route vehicles, in accordance with the requirements established by part two of this paragraph, in one row;

roadside;

on a sidewalk or footpath, at a speed of no more than six kilometers per hour, without creating a danger to pedestrian traffic.

It is not allowed to move along the right edge of the carriageway, including along the lane for route vehicles, electric scooter drivers under the age of eighteen, without a driver’s license for the right to drive a vehicle of any category or a temporary certificate issued in place of a driver’s license for the right to drive a vehicle, except for those issued in the Republic of Kazakhstan in if you have a driver’s identification document with you.


169. Horse-drawn carts (sledges), pack, team or riding animals move along the far right lane in one row or along the side of the road, if this does not interfere with pedestrians.


170. Columns of cyclists, horse-drawn carts (sledges), pack, harnessed or mounted animals when moving along the carriageway of the road should be divided into groups of ten cyclists, riding and pack animals and five wagons (sleds). To facilitate overtaking, the distance between the groups should be eighty to one hundred meters.


171. Drivers of electric scooters and bicycles are not allowed:

1) ride without holding the steering wheel with at least one hand;

2) to transport passengers, except for the transportation of passengers on bicycles with special devices for their transportation;

3) to carry cargo, except for the transportation of cargo on bicycles with special devices for their transportation, as well as cargo that does not protrude more than fifty centimeters in length or width beyond its dimensions, or cargo that interferes with control;

4) turn left or turn around on roads with tram traffic and on roads with more than one lane for traffic in this direction;

5) towing of electric scooters and bicycles, as well as electric scooters and bicycles, except for towing a trailer intended for use with a bicycle;

6) cross the carriageway at pedestrian crossings while in a vehicle;

7) to move in the dark on the carriageway of the road without a reflective object that meets the requirements defined by the rules of the road, providing visibility to drivers of other vehicles;

8) when driving on the carriageway, be without a buttoned helmet.


172. At an unregulated intersection of a bike path with a road located outside the intersection, bicycle drivers must give way to vehicles moving along this road.

The driver of a horse-drawn carriage (sleigh) leads the animal by the bridle when leaving the secondary road in places with limited visibility.


172-1. Drivers of small electric vehicles are prohibited from:

1) drive without holding the steering wheel with at least one hand, except for small electric vehicles without steering wheel;

2) to transport passengers;

3) to transport cargo;

4) move along the carriageway;

5) move along a sidewalk or footpath if there is a bike path or bike lane nearby.;

6) towing of small electric vehicles, by small electric vehicles;

7) cross the carriageway at pedestrian crossings while riding a small electric vehicle.


173. Animals should be driven along the road, as a rule, during daylight hours. The teamsters guide the animals closer to the right side of the road.


174. When driving a group of animals along or through the road at night and in conditions of insufficient visibility, drivers give signals to warn drivers about the presence of animals on the road.

The signal is a circular movement of the hand with a torch or lantern, while the sending signal is located at a distance of ten to fifteen meters from the group of animals towards the approaching vehicle.


175. When animals are driven across railway tracks, the herd should be divided into groups of such a number that, taking into account the number of drivers, each group should be safely driven.


176. Drivers of horse-drawn carts (sledges), teamsters and owners of pack, team, riding animals and livestock are not allowed:

1) leave animals unattended in cases that do not exclude their appearance on paved roads;

2) drive animals across railway tracks and roads outside specially designated areas, as well as at night and in conditions of insufficient visibility (except for cattle runs at different levels);

3) lead the animals along the road with asphalt and cement concrete pavement if there are other ways.
