40. Drivers of vehicles of operational and special services with a flashing beacon of blue and (or) red on, performing an urgent official task, may deviate from the requirements of sections 5 (except for the signals of the traffic warden), 8-18 of these Rules, Annexes 1 and 2 to these Rules subject to ensuring traffic safety.
To gain an advantage over other road users, drivers of such vehicles shall turn on a blue and (or) red flashing beacon and a special sound signal. They shall take advantage only after making sure that they give way.
The same right shall be enjoyed by drivers of vehicles accompanied by vehicles of operational and special services in the cases established by this paragraph of the Rules.
41. When approaching vehicles with a blue and (or) red flashing beacon and a special sound signal, drivers shall give way to ensure the unimpeded passage of these and other vehicles accompanied by them.
42. When approaching a stationary vehicle with a blue and/or red flashing light on, the driver shall slow down to be able to stop immediately if necessary.
43. Drivers of vehicles with a flashing orange or yellow beacon may deviate from the requirements of road signs (except for road signs 2.2

in accordance with Appendix 1 to these Rules) and road markings, as well as paragraphs 63, 64, 65, 66, 67 and 118 of these Rules, provided that road safety is ensured and it is verified that there are no obstacles. In addition, road users shall not impede the performance of their functions.
